Roles and Responsibilities

Local government finance is a complex and essential area of municipal service. The City’s Finance Department is responsible for managing public funds with fiscal responsibility, accountability, and transparency. Key functions include budgeting, financial reporting, investments, accounts payable and receivable, revenue and expenditure forecasting, bank reconciliations, and debt management.

The City of Rhome’s Finance Department is led by the Contract Finance Director, who works closely with the City Administrator, City Secretary, department leaders, and Finance staff. Together, the team:

  • Prepares and administers the City’s annual budget
  • Provides financial reports to elected officials and City leadership
  • Monitors and analyzes revenues and expenditures
  • Processes accounts payable and receivable
  • Reconciles the City’s bank and investment accounts
  • Supports financial planning and debt management
  • Maintains accurate financial records
  • Promotes compliance with applicable laws, policies, and accounting standards
  • Makes financial documents available for public review
